"Using rich color is a ravishing new take on the smoky eye," says celebrity makeup artist Kate Lee. Line eyes with shimmery navy eye pencil, then fill in your lids and smudge it, advises Lee, who suggests dabbing rich dark blue shadow over it to set the look."It is extremely important to keep the color below the crease line on your lids," Kate warns. Dab color in the socket and clean the upper lid with a Q-tip.
