I have always wanted to recreate this MAC, cartoon-ish type of makeup and finally did it about two weeks ago (I know, I've been missing alot lately, as I have been EXTREMELY busy...), and what you see up, in the left, is my recreation of the look. It's not very difficult to do, but it does take a steady hand to draw that line on the lid :)
Basically all you have to do is add a matte white base on the eye (after a good primer), then apply the yellow color on the lid and outer corner, above it - a light blue, some white eyeshadow on the inner corner and browbone, and that's about all the eyeshadow you need. Just remember to keep them matte, as seen in the MAC picture.
Then create a cut crease, starting with an black kohl and then with a liquid liner. The pencil will help you draw more unprecise lines until you find the perfect shape for your eye. After that, line your lower lashline with the liquid liner, flicking it downwards on the inner corner of the eye. Line your waterline with a white pencil, add false lashes and mascara.
The eyebrows were strongly defined with a black eye liner, bringing them more into the inner corner and creating a strong arch. Add a pinkish-red blush, red lipstick, and place some white eyeliner (or eyeshadow) on the middle of your upper and lower lip. And you're done! Remember to keep your face matte and a few shades lighter than your own skin tone.
